Use Less Carbon Intensive Fuels
The Draft Energy Policy and Building Bye Laws stipulate that the
carbon intensities of local energy fuels are:

The Energy policy recognises that the efficiency of each fuel
should be factored into any final calculation of
CO2. This is because when burning gas or oil to
create heat, a proportion of the heat is lost up the flue or
chimney. Modern boilers are more efficient than older models,
efficiency ranges between 65% and 85%. Electricity however,
delivers 100% of the energy purchased to the point of use with
negligible thermal losses. The following table reflects these
efficiencies.
